011 gets you out of the US. 972 is Israel's country code. Then they'd call the number. Except how will your US number be accessed by the Israeli companies that work the cell towers there, & use an Israeli formatted number? Does Verizon have a deal with Cellcom, Pelephon or Orange (some companies have made international deals)? If so it will work, IF your phone is tri or quad frequency and picks up the 1700 or 900 (you'll have to google for what israel uses) frequencies the towers use there. Also those deals tend to be $2-8 Dollars a min after roaming costs!
Alternatlively if your phone will work on the frequency, but your carrier won't you can buy a sim card. Your phone will need to be unlocked (lots of sites talk about this, and some you can unlock yourself.) Otherwise it won't accept a non-verizon phone card. They are sold at the mall (canyon). Topup cards are sold everywhere, but I was told (not sure correctly) that I needed a different kind of card from the mall that was a pre-paid plan card, not a top up card for an already active plan.
Alternatively, you can rent a phone at the airport for around $20 month that's 25-30 cents a min. Not cheap, but do-able. With free incoming calls in most cases (check with the company) so you can call home, and have them call you back using a calling card. A card from uniontelecard.com has good rates, around 2 cents US to landlines and 10 cents to cell phones.
