You don't have to tip them at all. I took cabs so many times and never did. they charge so much, that the tip is probably included.

Tipping taxi drivers is certainly NOT customary in Israel, although if the driver was really nice and also set the meter running without me having to ask him/her to do so, I will round it up to the nearest 5 Sheqels.
Israeli taxi drivers are often very difficult, and perhaps the main blight of an otherwise lovely trip to the country, although the fares are generally quite reasonable. I would advise you always to insist that the driver uses the meter even on intercity taxi rides, and if he does not, you may have to threaten that you will report him.
